Gaming laptop practically doesn’t work unless it’s charging

I’m trying to play Minecraft with a friend, but we can’t connect to each other unless his laptop is charging.

Additionally, the frame rate is locked at 30 fps unless it’s charging.

Battery saving mode is off, and the battery percentage is 100%. Despite that, the laptop still underperforms and can’t connect to me unless it’s charging.

Does anyone know why this happens?
